they were still facing a major change in their lives and they faced this change by following traditions that had been set down so long ago they might as well have been carved in stone.

That's a wonderful way to show how very unusual and suspicious Bilbo's 'eccentricities' must have seemed to everyone, since he didn't always live by traditional hobbit ways and customs.
